Feeding herds in a changing environment

In this Court of Elders decision, the judges award damages for failure to fulfill a contract. The respondent failed to deliver hay as promised, and as a result one of the complainant’s sheep died. The respondent was required to pay for both the hay and the partial value of the sheep (likely out of a notion of joint responsibility for the animal’s death, or perhaps because he lacked the funds to pay fully for the animal). Climate change is changing Kyrgyz pasture life and making it harder for people to feed their animals. The photo on the left was taken in August; the ground had already frosted, in a very rare and early freeze.
